Proximity was the Independent Monitoring Agent for SRTF: a multi-donor support fund that has pooled hundreds of millions of dollars to provide essential services to Syrian civilians to alleviate the suffering caused by ongoing war. As the Independent Monitoring Agent, we provided third-party monitoring for SRTF’s humanitarian and development programs across Syria.

Drawing on our team of local, highly trained Syrian field monitors, we carried out due diligence and verification tasks to ensure that SRTF activities were implemented as intended. We also assessed the impact of projects and determined the degree of confidence SRTF could place in its own field reporting. To accomplish this, we conducted asset verification as well as monitored the progress of activities, SRTF payments inside Syria, compliance and eligibility amongst local partners, and indicators of impact on communities. Proximity’s team also provided ongoing qualitative and quantitative analysis, highlighting issues to be rectified, areas of vulnerability and corresponding actions, and the status of resolution measures for identified issues.
