​The Aid Fund for Syria (AFS) brings together donor countries, multilateral agencies, and NGOs in a collective mission to maintain the continuity of flexible multi-donor humanitarian assistance to Syria. The AFS is governed by:

  • An independently chaired Steering Board that includes international donors and Syrian and international NGOs;

  • A Partnership Board that comprises all contributing donors;

  • Strategic and Technical Review Committees; and

  • A Fund Management Agent led by Adam Smith International.

Proximity supports AFS by providing third-party monitoring (TPM) and research services. We conduct ongoing TPM visits across a range of thematic areas (including education, health, nutrition, WASH, FSL, and early recovery) to verify project activities, identify corrective actions where needed, and improve programming.

A significant focus is placed on leveraging the TPM efforts as a means of learning, with Proximity conducting post-visit learning sessions with all of the partners to help them address any identified issues and iteratively improve their programming.
